摘　　要：2020年一场突如其来的新型冠状病毒性肺炎疫情让人们猝不及防,给日常生活和工作带来不便和困扰。在防疫状态下的各种应急反应与对策引起了各个领域的关注和反思。对于各级民政部门来说,每季或每月按期发放的高龄养老津贴是体现国家对老年人晚年生活关怀的重要途径,因此文章设计一套切实可行的全方位线上养老津贴申请、认证、领取等操作平台,既保证健康防疫又能确保养老津贴发放工作保质保量完成。In 2020,the outbreak of COVID-19 caught people off guard and brought inconvenience and trouble to daily life and work.A variety of emergency responses and countermeasures in the epidemic prevention have aroused concern and reflections in various fields.For the civil affairs departments at various levels,regular payment of quarterly or monthly old-age pension allowance is an important way to show the country’s care for the elderly in their old age.Therefore,developing a set of feasible and comprehensive online operation platforms for application,certification and collection of pension allowance can not only ensure the success of epidemic prevention,but also ensure the accurate and efficient payment of pension allowance.
