摘　　要：党的十九届四中全会提出中国特色社会主义基本经济制度(以下简称"基本经济制度")的新概括,具有重要的理论和现实指导意义。本文从基本经济制度的结构性变迁角度,开拓性理解、阐析中国特色社会主义基本经济制度新概括。中国特色社会主义基本经济制度的结构性变迁,涵括3个基本事实:源于苏联模式的中国社会主义基本经济制度的构建、基本经济制度的改革探索、中国特色社会主义基本经济制度的初步完善。此一结构性变迁,具有深刻的理论与实践依据、动因,马克思主义经典理论、新制度经济学、中国特色社会主义理论尤其是习近平新时代中国特色社会主义思想为其提供了坚实的理论依据来源,也为基本经济制度的创新、完善提供了必要的理论依据。基本经济制度的结构性变迁是基于生产力持续进步、生产关系不断完善的经济制度完善过程,是基于生产关系与生产力矛盾从冲突到协调的制度设计和完善过程,是推动、引领中国特色社会主义经济建设理论持续发展的过程。论文最后得出结论:基本经济制度的结构性变迁具有深厚的实践与理论根源;基本经济制度的结构性变迁是一个实践和理论不断探索的结果;基本经济制度的结构性变迁是中国特色社会主义经济理论发展的成果体现。The new summary about the basic economic system of socialism with Chinese characteristics proposed by The Fourth Plenary Session of the 19 th CPC Central Committee has important theoretical and practical guiding significance.The article provides a pioneering understanding about the new summary of the basic economic system of socialism with Chinese characteristics from the perspective of its structural changes.The structural changes include three basic facts:construction of basic economic system of socialism with Chinese characteristics originated from the Soviet model,exploration on the reform of basic economic system,preliminary improvement of the basic economic system of socialism with Chinese characteristics.The structural changes possess profound theoretical and practical basis and motivation.Marxist classic theories,new institutional economics and the theory of socialism with Chinese characteristics,especially Xi Jinping’s thought on socialism with chinese characteristics for a new era,provide a solid source of theoretical basis.The structural changes are regarded as a perfecting process of economic system based on the continuous improvement of productivity and the continuous improvement of production relations,aprocess of system’s design and improvement based oncoordination of the contradiction between production relations and productivity,aprocess of promoting and leading the sustainable development of the theory of economic construction of socialism with Chinese characteristics.The conclusions of the article are as follow:the structural changes of the basic economic system have profound practical and theoretical roots,they are the result of continuous exploration in practice and theory,and they are the manifestation of the development of the economic theory of socialism with Chinese characteristics.
