摘　　要：面对奥运会主办成本攀升、申办城市意愿遇冷的困境,国际奥委会在《奥林匹克2020议程》等改革方案中,对奥运会申办规则进行了修订。其基本思路是减少奥运会申办的成本和复杂性,增加遗产和灵活性,最终使得奥运会可承受、可收益、可持续。结合2026年冬奥会申办进程,认为规则修订促进了申办程序更具有弹性与灵活性、推动了申办评估标准体系更加科学化、促使申办效益更注重可持续性与遗产、并倡导申办责任共担化与成本集约化。未来有意向和能力申办奥运会的城市应密切关注国际奥委会改革的新动向、吃透奥运会申办规则的内涵与精髓、汲取往届申办城市的经验教训、站在为所在地区和奥林匹克运动留下宝贵遗产的立足点,适时参与申办并力争赢得主办权。Facing the dilemma of the rising cost of hosting the Olympic Games and the unwillingness to bid the Olympic Games,the International Olympic Committee has revised the rules for the Olympic Games bidding in the reform programs such as the Olympic Agenda 2020.The basic idea is to reduce the cost and complexity of Olympic Games bidding,increase the legacy and flexibility brought by the Olympic Games,and ultimately make the Olympic Games affordable,beneficial and sustainable.Combining with the bidding process for the 2026 Winter Olympics,it is believed that the revision of the rules has promoted more flexibility and agility in the bidding process,promoted a more scientific bidding evaluation standard system,promoted the bidding benefits to focus more on sustainability and legacy,and advocated for shared responsibility and cost intensification.In the future,cities with intention and ability to bid for the Olympic Games should pay close attention to the new trends in the reform of the International Olympic Committee,thoroughly understand the connotation and essence of the bidding rules for the Olympic Games,draw lessons from previous bidding cities,and leave a precious legacy for the region and the Olympic Movement,finally participate in bidding in a timely manner and strive to win the host right.
