我国体育事业公共财政支出的空间演化特征与空间溢出效应研究

摘　　要：体育事业公共财政支出是推动体育事业高质量发展的重要政策手段,对体育事业公共财政支出的空间演化特征和空间溢出效应进行实证分析能够为促进体育事业高质量发展提供经验参考。通过文献梳理,把握我国体育事业公共财政支出的现状和问题,利用空间计量模型实证分析了体育事业公共财政支出的空间演化特征及其对区域经济发展的空间溢出效应。研究发现:我国体育事业公共财政支出具有明显的空间收敛性,能够对本地经济发展产生显著的直接溢出效应,但其间接溢出效应并不显著。基本公共体育服务均等化工作取得了显著进展,服务水平和保障能力稳步提升。各级政府亟需完善财政转移支付制度,构建系统的绩效考核机制和专业化信息管控平台,提升体育财政支出绩效水平;深化区域体育事业交流合作,完善区域互助机制,实现体育事业发展互利共赢;加快转变政府职能,积极推动体育市场化改革,探索体育事业发展的新业态、新模式,提高体育资源配置效率;完善基本公共服务均等化,推进基本公共服务标准化,强化跨区域基本公共服务统筹合作,释放体育事业发展潜力。Public fiscal expenditure of sports is an important policy means to promote the high quality development of sports.Empirical analysis of the spatial evolution characteristics and the spatial spillover effect of sports public fiscal expenditure in China can provide useful information for the prosperity of sports.This study grasped the situation and problems of China’s sports fiscal expenditure at the present stage through literature review,and analyzed the spatial evolution characteristics and the spatial spillover effect of sports fiscal expenditure by using spatial econometric model.It found that the sports public fiscal expenditure in China shows obvious convergence characteristics,it can produce significant direct spillover effect on local economic development,but its indirect spillover effect is not significant.The equalization of basic public sports services has made remarkable progress,and its service level and support capacity have been steadily improved.Governments at all levels should optimize financial transfer payment system and build systematic performance evaluation system and specialized information management and monitor platforms to maximize the efficiency of sports fiscal expenditure.It is necessary to strengthen the regional sports cooperation and mutual assistance mechanism to achieve win-win results in sports development;speed up the transformation of government functions,actively promote the reform of sports marketization,explore new formats and models of sports development,and improve the efficiency of sports resources allocation;improve the equalization of basic public services,promote the standardization of basic public services,strengthen cross regional coordination and cooperation in basic public services,and release the development potential of sports.
