新时代优化扬州特色小镇发展的公共政策思考

摘　　要：特色小镇是区域经济转型发展的一个重大选择。自2016年起,全国掀起了特色小镇建设的热潮,扬州市也出台相关政策文件。具体分析了扬州市特色小镇创建现状,剖析公共政策在指导特色小镇定位、产业、创新创业、治理能力等方面存在的问题,进而建议:在新时代背景下扬州特色小镇公共政策需在把握“宽进严定”、支持“产业集聚”、鼓励“创新创业”、优化“治理能力”等方面进一步优化,以期高质量地打造具有江苏特点、代表扬州特质的特色小镇。The construction of characteristic towns is an important choice for the transformation and development of regional economy.Since 2016,there’s been an upsurge of building characteristic towns throughout China,and Yangzhou government has also issued relevant policy documents.This paper specifically analyzes the current situation of the establishment of characteristic towns in Yangzhou.Then it studies the existing problems of public policy on guiding the orientation,industry development,innovation and entrepreneurship and governance capacity of characteristic towns.Meanwhile,it proposes some suggestions on the public policies of Yangzhou characteristic towns,such as grasping easy access and strict output,supporting industrial agglomeration,encouraging innovation and entrepreneurship and optimizing governance capacity,with a view to building high-quality characteristic towns with Jiangsu and Yangzhou characteristics.
