摘  要:以“扬州文明有礼二十四条”的相关条例为依据,从个人基本修养、公共道德素质、卫生环保意识三个维度对扬州市民的文明素养进行考察,发现市民的整体文明素质较高,但老年人的文明素质堪忧;市民公共道德责任意识比较淡漠;对志愿者活动的参与度颇高,但服务质量亟需提升;交通环保意识需进一步加强。由此提出提升扬城市民文明素质的对策,即充分发挥高职院校人文实践的优势,推动地方文化软实力的提升,加强市民家庭文明建设;用活公共文化场馆的教育文化资源;扎实推进学前儿童、中小学生的文明礼仪教育工作;建立更为完备健全的法律法规,加大监管与惩罚力度。Based on the relevant regulations of Twenty-four Articles of Civilization and Courtesy in Yangzhou,this paper investigates the civilized literacy of Yangzhou citizens from such three dimensions as basic personal accomplishment,public moral quality and health and environmental awareness.The result shows that the overall civilized quality of citizens is high,but the civilized quality of the elderly is worrying,that the citizen’s consciousness of public moral responsibility is indifferent,that the participation in volunteer activities is quite high,but the quality of service needs to be improved urgently,and that the traffic environmental awareness needs to be further strengthened.Therefore,the paper presents some countermeasures to improve the civilized quality of Yangzhou citizens,such as giving full play to the advantages of humanistic practice in higher vocational colleges in Yangzhou city to promote the soft power of local culture and to strengthen the civilized construction of citizens’families,wisely using the educational and cultural resources in public cultural venues,solidly promoting civilized etiquette education for preschool children and primary and secondary school students,and establishing more complete and sound laws and regulations to increase the supervision and punishment.
