摘  要:作为行政管理专业的必修课程,“西方行政学说史”以其丰富的人文价值与较强的感染力,在培养学生国家意识、政治认同、公民人格、文化自信方面具有重要作用。其思政价值的挖掘聚焦在国家、社会和公民三个层面,但在思政价值发挥方面存在着西方国家发展经验与中国特色发展路径定位、历史分析轴线与新时代发展情境、抽象理论阐释与具体社会现实的价值偏差。为此,需要在做好课程思政的顶层设计、完善教学内容设计、推进教学方法改革等三个方面予以引导。With its profound humanistic values and strong appeals,History of Western Administrative Theories,a compulsory course for the majors of administration management,exerts great influence on cultivating the consciousness of national identity,political identification,citizens'dignity and cultural confidence on the part of college students.The exploration of its values in ideology and politics is focused on the country,the society and the citizens,while the representations of the values reveal the discrepancies in the following aspects:(1)Development experience of western countries and development orientation with China’s characteristics;(2)Historical background and new era context;(3)Delineation of the abstract theories and the social realities.Therefore,the ideological and political education in the curriculum should be implemented under the guidance of the sound top-down design,the appropriate teaching content and the proper teaching methodologies.
