美国隐蔽政治行动与智利“9·11政变”

摘　　要：通过隐蔽行动颠覆智利阿连德政府是美国的政策目标,隐蔽政治行动则是美国对智隐蔽行动的一个重要环节。为此,美国以“中情局附件”为总体框架、以“10·29备忘录”为具体方案,设计制定了周密的隐蔽政治行动计划。此后,美国运用以秘密资金支持为主的政策手段,针对智利反对派政党、工会组织、学生组织、妇女组织以及商业团体等展开了密集的隐蔽政治行动,处心积虑地影响智利政治进程,搅动智利政局,制造政治和社会紧张局势,最终助推了“9·11政变”的发生,颠覆了阿连德政府。因此,美国的隐蔽政治行动是诱发智利“9·11政变”的重要因素。From the outset,subverting Allende government of Chile by means of covert action was the U.S.strategic goal.The covert political action was an important part of the whole confidential actions.The U.S.government formulated a set of covert plans in detail,with the framework from“the CIA Annex”,and the specific action of“the Memorandum of October 29”.Hereafter,the U.S.carried out intensive political operations aimed at Chile’s opposition parties and social organizations,such as labor unions,student organizations and women’s organizations by supporting them financially.The U.S.covert political operations affected Chile’s politics,triggered the political and social chaos,ultimately boosted the Coup of September 11 and overthrew the Allende government.
