“中国之治”与“西方之乱”的民主政治根源解析

摘　　要：次贷危机以来,尤其是在抗击新冠肺炎疫情的过程中,“中国之治”与“西方之乱”形成了鲜明对比,社会主义民主的优越性得到充分彰显。究其根源,从民主形态的代际差异来看,作为新生社会形态中的人民民主如朝阳初生,朝气蓬勃;而西方民主政治却日益僵化保守,逐渐陷入政治衰退的深渊。从民主本质的差异分析,以工农联盟为基础的广大劳动人民当家作主正日益广泛多元地有效推进;而西方资本主义民主却是金钱民主大行其道,四处横行。从民主运行的过程来看,中国人民民主呈现出协商与选举有机配合的过程性运行特点;而西方民主政治则以周期性选举自我标榜,陷入间歇性运行境地。从民主共识的获得来看,中国民主以代表、维护和增益最广大劳动人民的利益为目的,为共识政治奠定了广泛的主体的基础和极具包容性的利益基础;而西方狭隘阶级利益对公共利益的排斥导致内部冲突迭发,共识成为政治稀缺品。从政治绩效来看,中国以民主良性运转保障了整个社会的长期和谐稳定和高速发展;而西方政治运作日益表现为否决式政治,运转低效,社会失序。在对比中反思,有利于在中西方战略博弈中提升中国民众的政治认同,坚定对社会主义民主政治的信心。Since the subprime financial crisis,especially in the fight against the COVID-19 pandemic,sharp contrasts can be seen between the good governance in China and the chaos in the West,which has fully demonstrated the superiority of socialist democracy.In terms of intergenerational differences,while the people’s democracy in a new social form is like a sunrise and full of vigor,western democratic politics has become increasingly rigid and conservative,and has gradually fallen into the abyss of political decline.In terms of the essence,while the working people based on the alliance of workers and peasants are becoming the masters of the country and are effectively advancing more and more widely,in the western capitalist democracy,money prevails.In terms of operation,while in the Chinese people’s democracy consultations and elections are organically coordinated,in Western democratic politics advertises itself as periodic elections,falling into an intermittent operation.In terms of the acquisition of consensus,while Chinese democracy aims at representing,safeguarding,and enhancing the interests of the vast majority of working people,and has laid a broad subjective foundation and a very inclusive foundation of interests for consensus politics,due to the repeated internal conflicts caused by the exclusion of public interests by the narrow class interests,consensus has become a political scarcity.In terms of performance,China’s benign operation has ensured the long-term harmony,stability and rapid development of the entire society,western operations have increasingly manifested as veto-style politics,with low efficiency and social disorder.Political reflection in the comparison is conducive to enhancing the political identity of the Chinese people in the strategic game between China and the West,and strengthening their confidence in socialist democracy.
