对于推进我国民航审批制度内涵式改革的思考

摘　　要：民航业天然具有密集审批属性,并且全球各国的民航审批类型具有高度的同一性,体现为简单数量增减的外延式民航审批制度改革需要根据民航业的特点和发展规律进行转型。我国民航审批制度仍然面临着深层次、结构性问题,包括审批粗放、市场化改革不彻底、飞行活动审批严格等问题,深化民航审批制度改革必须步入内涵化轨道。内涵化改革以提升民航治理体系和治理能力现代化为主线,致力于推进模块型审批、契合市场型审批、协同飞行型审批、鼓励科创型审批。Air industry is characterized as an industry of intensive review and approval procedures.Besides,almost all the countries in the world are abiding by the similar types of review and approval system.Therefore,the simple extensional approach that merely focuses on the numbers of the review and approval types shall be transformed.In response to the deep-rooted and structural problems of air industry,for example,the existing review and approval system is relatively extensive,the market-oriented reform is not completed yet,and the review and approval procedures for flight is rather strict,etc.,the future deepening reform shall be carried out in terms of an internalizing approach.The internalizing reform shall be in line with the modernization of the governance system and the enhancement of the governance capability for air industry,and aim to establish a modular-based,market-oriented,flight-cooperative and innovation-encouraging review and approval system.
