摘 要:近年来突发公共事件频发,粮食的应急保供问题成为全社会关注的焦点。基于国家粮食和物资储备局的一手资料与调查数据,分析了我国粮食流通体系的现状和在应急保供能力方面存在的关键问题。研究发现:我国的粮食流通系统在总体上能满足应对突发公共事件的需求,但也存在三个方面的缺陷。一是政府粮食储备体系存在储备品种和加工转化能力结构性失衡的问题;二是社会粮食储备体系还不够完善;三是粮食物流体系存在硬件设施跨地区衔接度低和管理制度缺乏顶层设计的不足。为提高粮食流通体系应对突发公共事件的能力,应从优化粮食储备结构、推进市场化改革、科学指导农户和城镇居民储粮、提高粮食物流设施跨区域衔接度和完善粮食物流顶层设计等五个方面对其进行优化。Food supply in the case of emergency has become a focal point with the increasingly frequent public emergencies in recent years.By referring to the primary materials and survey data of National Food and Strategic Reserves Administration,this paper analyzes the current status of Chinese food circulation system and the key issues regarding food supply in the case of emergency.The study reveals that the food circulation system of China could generally meet the demands arising from public emergencies,but there are also three major deficiencies:1)The structural unbalance of storage varieties and process conversion capacity in the government food storage system.2)An apparent downward trend of the development of social food storage system.3)Poor cross-regional connection of hardware facilities and insufficient top layer design of management system.In order to create a food circulation system that could better react to public emergencies,it is suggested that the optimization could be done by improving food storage structure,promoting marketization reform,scientifically guiding the food storages of farmers and citizens,perfecting the cross-regional connection of food logistical facilities,and enhancing the top layer design of food logistics.
