Effective Policy Supply:Research on the Effect of Agriculture Preference Policy——Take the Survey of 7 Counties in Guanzhong as An Example

摘　　要：惠农政策的实施效果是惠农政策供给有效的关键问题。从供给需求理论的视角出发,基于惠农政策的分类,分别从惠农政策受益程度和惠农政策实施效果评价两个方面对关中7个县(区)惠农政策进行分析,发现:从政策供给层面来看,当前我国惠农政策供给契合了农民的政策需求,实施效果得到了农民的肯定,政策供给有效性较高,同时,基层政府对惠农政策的落实状况是影响其实施效果的主要因素;从政策需求层面来看,农民对社会保障类和教育培训类惠农政策的期待,构成了惠农政策进一步调整与完善的方向。上述结论为乡村振兴战略的实施提供了有效启示,即乡村振兴战略中各项政策的制定与实施必须契合农民的真实需求。一方面,国家政策出台需要充分适应农民需求的变化以强化供给的契合程度;另一方面,基层政府需要切实转变职能和作风,积极高效地落实乡村振兴战略中的各项政策,以提高政策供给的效果。The implementation effect of the agriculture preference policy is a key issue for the effective supply of the agriculture preference policy.From the perspective of supply and demand theory and based on the classification of the agriculture preference policy,this paper analyzes the agriculture preference policy of 7 counties(districts)in Guanzhong from two aspects:the benefit degree of the agriculture preference policy and the evaluation of the implementation effect of the policy.The analysis found that from the perspective of policy supply,the current supply of China’s agriculture preference policy meets the farmers’policy needs,the implementation effect has been affirmed by farmers,and the effectiveness of policy supply is relatively high.At the same time,the implementation of the agriculture preference policy by the grassroots government is the main factor affecting its implementation effect.From the perspective of policy needs,farmers’expectations for social security and education and training benefits for farmers constitute the direction for further adjustment and improvement of the benefits for farmers.The above conclusions provide effective enlightenment for the implementation of the rural revitalization strategy,that is,the formulation and implementation of various policies in the rural revitalization strategy must meet the real needs of farmers.On one hand,the promulgation of national policies needs to fully cater to the changes in farmers’needs to strengthen the degree of compliance with the supply;on the other hand,the grassroots government needs to effectively transform its functions and styles,and actively and efficiently implement various policies in the rural revitalization strategy to increase policy supply effect.
