摘　　要：基于用户对土方移动设备使用安全性的要求,特别是出口设备需要做安全性设计评估的需求,对EMESRT安全设计评估方法进行研究。对EMESRT组织进行简介,介绍EMESRT安全控制理念中设计理念(DP)、可操作性和可维护性分析技术(OMAT)的主要内容,以及在此基础上进行设备采购设计评估(EDEEP)的方法及过程。该理念和评估过程能够为设备制造商提供一种比较实用的评估方法,使其掌握更多的安全设计信息,并在设备设计期间得到贯彻,同时还可向用户提交安全设计评估文件。Based on the user’s requirements for the safety of earthmoving mobile equipment, especially the safety design evaluation of export equipment, the safety design evaluation method of EMESRT is studied. The EMESRT organization is introduced, the main contents of design philosophy(DP), operability and maintainability analysis technology(OMAT) in EMESRT safety control concept, as well as the method and process of equipment procurement design evaluation on this basis. The concept and evaluation process can provide a more practical evaluation method for equipment manufacturers, so that they can master more safety design information and implement it during equipment design. At the same time, it can also submit safety design evaluation documents to users.
