我国油气资源勘查开采管理改革的几点思考

摘　　要：2017年前后,党中央、国务院先后出台涉及矿业权出让制度改革、矿产资源权益金制度改革、油气体制改革、自然资源产权制度改革等多个文件,对油气资源管理改革思路做出重要指示。文章通过梳理我国油气勘查开采管理基本制度,分析改革的原因和思路,提出改革举措执行过程中存在的出让方式与资源优化配置的矛盾、放开市场给政府管理带来的挑战、油气资源管理标准等方面面临的问题,依据存在的问题提出建议:(1)灵活运用出让方式,制定科学合理的出让制度;(2)深化“放管服”改革,提高政府决策能力和服务意识;(3)发挥市场作用,逐步培育油气行业协会等服务型机构;(4)抓紧推进油气审批“互联网+”的模式,着力提高决策能力;(5)推进法律法规“废改立”,推动油气资源管理建立合理合法的统一制度。Around 2017,the Party Central Committee and the State Council successively issued a number of documents related to the reform of the mining right transfer system,the reform of the mineral resources royalty system,the reform of the oil and gas system,and the reform of the natural resource property right system,giving important instructions on the reform of oil and gas resource management.The article sorts out the basic system of oil and gas exploration and management in China,analyzes the reasons and ideas for reform,and puts forward the contradictions between the reform measures and the optimal allocation of resources in the implementation of reform measures,the challenges brought by market liberalization to the government management,and oil and gas resource management standards,finally,this article puts forward suggestions based on the existing problems:(1)flexibly using the reform measures and formulating a scientific and reasonable transfer system;(2)deepening the reform of"delegate powers,and improve regulation and services"to improve the government's decision-making ability and service awareness;(3)making full use of market mechanism function and gradually cultivating service-oriented organizations such as oil and gas industry associations;(4)promoting the"internet+"model of oil and gas approval and focus on improving decision-making capabilities;(5)promoting the establishment of reasonable and legal unified system of oil and gas resource management through the"abolish,amend or pass"the laws and regulations.
