摘 要:目的评价我国医药制造业技术创新效率,分析技术创新效率波动原因。方法采用数据包络分析(DEA)方法,基于滞后效应研究,对我国27个省(自治区、直辖市)2007—2016年医药制造业技术创新效率进行实证研究,探索各省(自治区、直辖市)效率值差异与10年间总体发展趋势,并分析其原因。结果我国中、东部地区技术创新效率值普遍高于0.6;东部地区规模效率(0.687)最低,东北地区纯技术效率(0.345)最低;整体上看,这10年我国医药制造业技术创新效率呈波动上升趋势。结论我国各地区技术创新效率发展差异大,东部地区存在规模不经济现象,应缩小规模,东北地区纯技术效率太低,需提高技术创新能力;另外,我国医药制造业技术创新效率总体趋势受国家宏观经济形势和政策影响较大。Objective To evaluate the technical innovation efficiency of pharmaceutical manufacturing industry in China and to analyze the causes of technical innovation efficiency fluctuation.Methods Data envelopment analysis(DEA)method was used to conduct an empirical study on the technological innovation efficiency of pharmaceutical manufacturing industry from 2007 to 2016 in major provinces(regions and cities)of China based on the study of hysteresis effect.The differences in the efficiency values of provinces(regions and cities)and the overall development trend in the past 10 years were explored,and the reasons were analyzed.Results The efficiency of technological innovation in central and eastern China was generally higher than 0.6.The scale efficiency(0.687)in the eastern region was the lowest,and the pure technical efficiency(0.345)in the northeast region was the lowest.On the whole,the technological innovation efficiency of China's pharmaceutical manufacturing industry showed a fluctuating and rising trend in the past 10 years.Conclusion The development of technological innovation efficiency varies greatly among different regions in China.Due to the diseconomies of scale in the eastern region,the scale should be reduced.In addition,the overall trend of technological innovation efficiency in China's pharmaceutical manufacturing industry is greatly affected by the national macroeconomic situation and policies.
