中东剧变背景下中国中东大国外交论析

摘　　要：2010年末中东剧变以来,中东乱中求治的需求愈加强烈。随着中国特色大国外交的开展,中东在中国外交战略中的地位逐渐提升。面对中东地区复杂的安全局势及地区内各国的需求,中国在与中东地区国家形成“维护主权、和平解决争端、互利共赢和加强对话”原则性共识的基础上,设计了涵盖政治、经济、安全及人文领域的中东外交战略目标,选择了“伙伴关系”“一带一路”倡议、“协调外交”和“合作论坛”四大实践路径。这与中国中东大国外交秉持的责任理念、共享理念、规则理念,以及中国在中东扮演的大国外交角色密切相关。在此基础上,中国中东大国外交取得了一系列成就。未来,中国中东大国外交还将面临诸多难题,如何克服难题并及时调整和逐步适应中国中东大国外交战略和中国在中东的角色,规避中东地区可能出现的重大安全风险,将是中国中东大国外交中的重中之重。Since the upheaval in the Middle East at the end of 2010,the needs for governance in chaos have become increasingly strong.With the development of the China’s major-country diplomacy with Chinese characteristics,the Middle East’s position in China’s diplomatic strategy has steadily improved.In the face of the complex security situations in the Middle East and the needs of regional countries,China and the countries in the Middle East have reached principled consensus on“safeguarding sovereignty,peacefully settling disputes,mutual benefit and win-win results,and strengthening dialogue”,on which basis China has designed strategic objectives in Middle East,covering the political,economic,security and cultural fields,and has chosen four practical paths,namely through partnership,“The Belt and Road”initiative,coordination of diplomacy and cooperation forums.This is closely related to the concepts of“responsibility,sharing,rules”and the role which China plays in the Middle East as a major country.On these bases,China’s Middle East major-country diplomacy has made a series of diplomatic achievements.In the future,how to adjust and gradually adapt to the diplomatic strategy of China’s Middle East major-country diplomacy and China’s role in the Middle East according to the diplomatic concepts and the needs of the Middle East and changes in the strategic environment,so as to avoid major security risks that may arise in the region.All of these will be the top priority of China’s Middle East Major-country Diplomacy.
