摘 要:健全的自然资源产权监督制度是建设生态文明制度体系的重要组成部分。当前我国自然资源产权监督零散化、碎片化的现实状态严重阻碍了自然资源产权监督制度的发展,而我国以政府内部监督为主的自然资源产权监督模式更存在着诸多问题。立法结构的不合理、权力边界的模糊化以及单一的监督方式都制约着自然资源产权监督制度的有效运行。完善我国自然资源产权监督制度,需要在加强立法建设的同时,构建权责明确、互相制衡的政府内部监督体系,同时通过对自然资源产权监督具体制度的完善,增强权力机关、社会公众与司法机关对我国自然资源产权的监督力度。A wholesome supervision system of natural resources property rights plays a significant role in the construction of ecological civilization system.Currently,the scattered and fragmented supervision state of natural resources property rights in China has greatly hindered the development of natural resources property rights supervision system,with many problems regarding the supervision mode existed mainly within the poor government internal supervision.Additionally,the unreasonable legislative structure,the blur power boundary and the single supervision mode all restrict effective operations of the supervision system.Therefore,to promote the supervision system of natural resources property rights in China,it is needed to strengthen the legislation construction,establish a clear accountability system,check and balance each other inside the government supervision system,as well strengthen the surveillance dynamics from power authorities,the public and judicial authorities on the natural resources property rights in our country.
