摘　　要：新中国成立初期,党和政府结合民兵建设、兵役立法、征兵等具体工作,循序渐进地宣传义务兵役制,为兵役制度改革奠定了社会基础。在民兵建设中,党和政府结合普遍民兵制、基干民兵制,向广大人民群众初步宣传了义务兵役制的内容,提出了由民兵制向义务兵役制的过渡。《中华人民共和国兵役法(修正草案)》的宣传和讨论进一步普及了义务兵役制的知识。为促进义务兵役制的实施,在1954年、1955年两个年度的征兵工作中,党和政府有重点地宣传了义务兵役制,消除了适龄服役青年对应征服役的思想顾虑。义务兵役制的宣传工作激发了人民群众支持国防建设的热情,有助于树立依法服兵役的国防意识,推动了义务兵役制的建立与实施。In the early of New China,by combining the specific works of militia construction,military service legislation and conscription the Party and the Government promoted compulsory military service step by step and laid a social foundation for the reform of the military service system.In the militia construction,based on the universal militia system and the basic militia system,the Party and the Government initially propagandized the content of the compulsory military service to the people and proposed the transition from the militia system to the compulsory military service.The publicity and discussion of The Military Service Law of the People's Republic of China(The Amended Draft)further popularized the knowledge of compulsory military service.In order to promote the implementation of the compulsory military service,in the conscription work of 1954 and 1955,the Party and the Government propagandized the compulsory military service with emphasis and eliminated the ideological concerns of the young people of the right age for military service about the compulsory military service.The propaganda work of compulsory military service had aroused the people's enthusiasm to support the national defense construction,helped to establish the national defense consciousness of serving the military according to the law and promoted the establishment and implementation of the compulsory military service system.
