生产性服务业与制造业节能减排评价及影响因素研究

摘　　要：以生产性服务业与制造业为研究对象,运用非期望产出的Super-SBM模型对2004—2017年我国30个省市的全要素生产效率动态变化和差异性进行了探讨,同时运用空间计量模型分析了碳排放影响因素的作用效果.结果显示:生产性服务业与制造业碳排放效率整体水平偏低,节能减排潜力巨大,可累计减排7058.07×106 t,占碳排放总量的43.74%.生产性服务业碳排放变化具有时间上的路径依赖特征,迫于减排压力,省际间政府存在明显的策略性竞争.城镇化水平对生产性服务业和制造业碳排放抑制作用源于集聚效应理论.以城镇化作为门槛阀值时,经济发展水平对制造业碳排放的影响存在倒“U”型关系.We select the producer services and manufacturing industry as the research objects.Based on the Super-SBM model of undesirable output,this paper explores the dynamic changes and variability of all-important productivity in 30provinces from 2004to 2017,and the effects of carbon emission influencing factors were analyzed using a spatial measurement model.The results show that the carbon emission efficiency of producer services and manufacturing industry is low in total,and the potential of energy conservation and emission reduction is great.The cumulative emissions reductions of 7058.07million tons,accounting for 43.74%of the total carbon emissions.The changes in carbon emissions of producer services have characteristics of path dependence in time.There is a strategic competition between provincial governments under pressure to reduce emissions.The suppressive effect of urbanization on carbon emissions in the producer services and manufacturing industry stems from the agglomeration effect theory.Taking urbanization as the threshold,there is an inverted"U"relationship between the impact of economic development level on manufacturing carbon emissions.
