产权社会视角下水利水保工程管理体制改革研究

摘　　要：水利水保工程在社会改革中占据非常重要的位置。论文通过对水利工程特性分析得知,水利水保管理体制与传统产权企业的改革可充分体现由无主向有主、由无制向有制、由粗放型向集约型、由低效利用向高效利用转变的农村水利工程管理制度改革方向。同时,从产权社会角度出发,论文探讨了水利水保工程管理体制改革,并针对产权结构、服务以及开放度的不同,制定相应的水利水保工程管理体制改革措施,以此推动国家水利事业发展。Water conservancy and soil and water conservation project occupies a very important position in social reform.Through the analysis of the characteristics of water conservancy project,the paper concludes that the reform of the management system of water conservancy and soil and water conservation and the traditional property right enterprises can fully reflect the direction of management system reform of rural water conservancy project,which is from no ownership to ownership,from no system to having system,from extensive to intensive,and from low efficient utilization to high efficient utilization.At the same time,from the perspective of property right society,the paper discusses the management system reform of water conservancy and soil and water conservation project,and according to the different property right structure,service and opening level,formulate corresponding management system reform measures of water conservancy and soil and water conservation project,so as to promote the development of national water conservancy undertaking.
