摘　　要：为了探究邻避型建设项目中公众参与行为的心理机制,通过整合并拓展计划行为理论和规范激活理论,从利己和利他两个维度,探讨公众参与垃圾焚烧发电(WIP)项目决策的认知因素,并选取南京市周边三个WIP项目展开调研,分析影响公众参与项目决策意愿的关键因素。研究发现:态度和主观规范对公众参与意愿的正向影响最强;以个人规范为核心的道德因素对公众参与意愿有显著促进作用;政府未能提供便利的参与渠道是引发公众对抗的重要原因。因此,建议加强早期知识科普,制定差别化参与方案,消除公众思维定势;广泛宣传项目良性社会效益,增强公众对项目积极影响的感知,促使其将参与责任内化;建立有效的双向沟通机制,增强政府环境决策的公开性和反馈性,促进公众理性参与。To explore the psychological mechanism of public participation behaviors in NIMBY construction projects,the Theory of Planned Behavior(TPB)and the Norm Activation Theory(NAM),respectively representing egoism and altruism concerns of the behavior,were used to develop the cognitive factors in relation to public participation in the decision-making process of waste incineration power(WIP)projects.The key factors affecting public participation in WIP projects were examined by investigating three WIP projects around Nanjing.The results showed that public’s attitude and subjective norm played the strongest positive role in affecting public’s intention to participate in project decision-making.Moralities that take personal norm as a core variable were testified to significantly promote public’s participation intention.Finally,that the government failing to provide convenient channels for public participation was found to be an important reason for confrontation.It is,therefore,necessary to popularize relevant knowledge and make different participation plans in the early stage to eliminate the stereotype within the public towards WIP projects.In order to heighten the affirmative perception of project impacts and induce internalization of participation responsibility in the public,the positive social benefits of the project should be widely disseminated.It is also vital that an effective two-way communication mechanism should be established to strengthen the transparency and responsiveness of the government and facilitate public’s rational participation during environmental decision-making process.
