农业科技创新能力动态综合评价--基于速度特征

摘　　要：运用改进突变级数法对我国30个省(区、市)2008-2017年间农业科技创新能力进行静态评价,并从信息集结视角构建速度特征的动态综合评价模型,对多时间段跨省(区、市)农业科技创新能力变化速度进行多维动态综合评价。研究发现:我国东部多数地区的农业科技创新能力处于较高水平,其整体农业科技创新能力变化速度呈下降趋势;西部地区的农业科技创新能力处于较低水平,其整体农业科技创新能力变化速度呈明显上升趋势,且变化速度上升趋势高于东部地区;江苏、安徽、陕西等省份农业科技创新能力及变化速度上升趋势显著,且变化速度上升幅度高于其他地区。This paper uses the improved catastrophe progression method to evaluate the agricultural science and technology innovation capability of 30 provinces(autonomous regions and cities) in China from 2008 to 2017, and constructs a dynamic comprehensive evaluation model of speed characteristics from the perspective of information aggregation, and carries out multidimensional dynamic comprehensive evaluation on the change speed of agricultural science and technology innovation capability across provinces(regions, cities) in multiple time periods. The results show that: the innovation capability of agricultural science and technology in most areas of eastern China is at a higher level, and the change rate of the overall agricultural science and technology innovation capability is declining;the agricultural science and technology innovation capability of the western region is at a low level, the change rate of the overall agricultural science and technology innovation capability shows an obvious upward trend, and the rising trend is higher than that of the eastern region;and Jiangsu, Anhui, Shaanxi and other provinces’ agricultural science and technology innovation capability and their change rates have a significant upward trend, and the rising trend is higher than other regions.
