基于融合创新的科技服务业创新发展对策——以河南省为例

摘　　要：为促进河南省科技服务业的创新发展,根据河南省政府出台的一系列政策措施、河南省和部分发达地区的统计年鉴数据,分析河南省科技服务业创新发展过程中面临的有利形势:郑洛新国家自主创新示范区成立、"双一流"建设战略落实、政策支撑有力和经济高速发展,以及存在的问题:创新动力不足、人才流失严重、失衡发展严峻和创新氛围薄弱。最后从4个维度提出基于融合创新的科技服务业创新发展对策:强化创新动力,打造创新资源动力;优化创新人才,完善创新发展新队伍;深化创新理念,形成创新发展新思想;净化创新环境,营造创新发展新氛围。In order to promote the innovation and development of science and technology service industry in Henan province,based on a series of policies and measures issued by the government of Henan and the statistical yearbook data of Henan and some developed regions,this paper analyzes the favorable situations of the establishment of ZhengLuo-Xin national innovation model area,the implementation of"Double First-rate"strategy,strong policy support and rapid economic development and the problem of lack of innovation power,serious brain drain,serious unbalanced development and weak innovation atmosphere in the process of innovation and development of science and technology service industry in Henan.The paper puts forward countermeasures on the innovation and development of science and technology service industry based on integration innovation from four dimensions:strengthening innovative power,creating new power of innovative resource;optimizing innovative talents,perfecting new team of innovation and development;deepening innovative concept,forming new ideas of innovation and development;purifying innovative environment,promoting new atmosphere of innovation and development.
