摘　　要：企业安全生产管理主要由安全保证体系和安全监督体系共同承担。安全保证体系由规划、建设、运行、检修、营销等专业管理部门协同其他部门共同构成,是安全生产管理的责任主体;安全监督体系由各级安全监督机构人员构成,负责安全归口综合管理。为了正确理解和认识两个体系的管理特征,从安全责任、管理属性和履责要求等方面进行了比较系统的阐述。这些概念和要求对相关岗位人员进一步找准工作定位、端正工作态度、增强岗位责任感和使命感有所帮助,对促进两个体系协同配合从而提升企业整体的安全生产管理水平有重要指导意义。The safety production management of enterprise is mainly co-undertaken by safety guarantee&supervision systems.The safety guarantee system is jointly established by management departments of planning,construction,operation,maintenance and sales etc.in collaboration with other departments,the safety supervision system is set up by safety supervision personnel of various levels who are in charge of comprehensive safety management.In order to correctly understand the management characteristics of these two systems,the paper makes a systematic description of safety responsibility,management nature and implementation requirements etc.these ideas and requirements are helpful for relevant personnel in determining work orientation,improving work attitude,and strengthening the sense of responsibility and mission,and have guidance significance in promoting coordination between the two systems,thereby enhancing the overall safety production management level of enterprise.
