“三区三州”脱贫攻坚实践及高质量发展路径——以新疆南疆四地州为例

摘　　要：南疆四地州集民族地区、边境地区、荒漠地区、高寒山区、农牧业易灾区特征于一体,近年来经济社会快速发展。总结国家实施脱贫攻坚战略以来南疆四地州经济社会发展取得的显著成效,采取实地调研方式获取南疆四地州中喀什、克孜勒苏柯尔克孜、和田三个地州的样本数据,开展脱贫攻坚政策实施满意度和驻村工作队工作满意度评价,分析了南疆四地州发展面临的“果贱伤农”、二元结构现象、发展内生动力不足和农村可持续发展困境等问题,提出相应的对策建议。The four prefectures in southern Xinjiang integrate ethnic areas,border areas,desert areas,alpine mountain areas,and agricultural and animal husbandry disaster-prone areas.In recent years,economic and social development has been rapid,but the overall strength is significantly different from the national average.On the basis of summarizing the remarkable achievements of the economic and social development of the four prefectures in southern Xinjiang since the implementation of the national strategy for poverty alleviation,the field survey method was used to obtain sample data of the three prefectures in central Kashgar,Kizilsu Kirgiz,and Hotan in the four prefectures of southern Xinjiang.,Focusing on the implementation of the satisfaction of poverty alleviation policy implementation and the evaluation of job satisfaction of the village teams,analyzed the problems of"fruits hurting farmers"facing the development of the four prefectures in southern Xinjiang are still outstanding,the dual structure phenomenon is still serious,and the endogenous momentum for development Special difficulties and problems,such as insufficiency and difficulties in rural sustainable development,remain unbreakable.Finally,corresponding countermeasures and suggestions are put forward.
