摘　　要：为了研究金属矿山绿色开采政策执行效益,构建了政策评价对象为主、政策评价效益指标为辅的评价体系,并将层次分析与模糊综合评价等数学方法应用到绿色开采政策效益评价领域,结合三山岛金矿绿色开采政策调研结果,综合量化考核了各项绿色开采政策,得出了各项政策执行过程中的效益值,根据政策效益分布情况可为其他矿山绿色化建设和职能机构政策执行提供合理建议。The present paper is aimed to study and examine the implementation effect of the green mining policy in our metal mining industry with its central focus on the policy evaluation objects and supplemented by evaluation indicators.In the paper,we would like to make an analysis hierarchical process and do a fuzzy comprehensive evaluation of what benefits the green mining policy can bring to us.For this goal,it would be necessary to learn what the green mining policy can bring about to the actual mining activities.And,also for this goal,it would be realistic to classify the green mining policy according to its actual characteristics.Say,it is possible to extract 9 specific policies as the evaluation goals.And,secondly,4 indicators or indexical systems can be created,such as those of ecology,economic development,the social benefits and the power to execute or realize the developmental goals in reference to the other industrial.From the above said 4 aspects,we have assessed and determined the comprehensive policy benefits by evaluating the specific policies in combination with the analytic hierarchical process and fuzzy comprehensive evaluation steps.Taking the Sanshandao Gold Mine as a case study sample,we have done a careful investigation over the implementation situation of the green mining policy in Sanshandao Gold Mine so as to gain some sets of quantitative indicators and set up the assessment grades and levels.In addition,the AHP-fuzzy method can also be taken to assess and check out the execution situation in Sanshandao Gold Mine.Thus,eventually,the comprehensive assessment goals of the green mining policy benefits have been detailed more concretely through the comprehensive thought-out.The results of the above assessment show that the optimum indicators should be stressed on the technological research,reform and the development subsidy V3,which can embody the creative determination of technology-driven reform in a spirit of green mine.To sum up,the central policy goal is to pursue a higher and more satisfactory
