摘　　要：日本介护支援专门员职位的设立对日本介护服务的发展起到至关重要的作用。在日本介护服务实施过程中,介护支援专门员不但以其自身的专业素养为被介护者制定合理可行的介护方案,还能作为被介护者与介护服务机构之间的沟通枢纽,致力于介护服务效果和被介护者服务满意度的提升。中国当前正在进行的长期护理保险试点,相关机构和职能的分散在一定程度上不利于长期护理服务水平的提升。因此,对日本介护支援专门员制度的研究具有十分重要的借鉴意义,并由此提出中国当前长期护理保险试点过程中应采取的对策,即加强对需求评估人员和护理人员的专业化培训力度,加快推进长期护理保险立法工作,提高相关从业人员的职业认同与薪资待遇,推动形成需求评估人员与护理人员之间的良性互动机制,深化长期护理保险制度试点政策内容,采取鼓励优秀人才从事长期护理服务的举措,时机成熟的情况下设立长期护理专员职位。The establishment of the position of Japanese care support specialist is crucial to the development of care services in Japan.In the implementation of Japanese nursing care services,the nursing support specialist not only provides a reasonable and feasible nursing care plan for the care recipient with his or her professional expertise,but also serves as a communication hub between the care recipient and the nursing care agency to improve the effectiveness of the nursing care services and the satisfaction of the care recipient.In China’s current long-term care insurance pilot program,the fragmentation of related agencies and functions is not conducive to the improvement of long-term care services to a certain extent.Therefore,the study of the Japanese nursing support specialist system is of great significance,and it suggests the countermeasures that should be taken during the current pilot of long-term care insurance in China,namely,strengthening the professional training of needs assessors and nursing staff,speeding up the legislative work of long-term care insurance,improving the professional identity and salary of relevant practitioners,and promoting the formation of a long-term care insurance system for needs assessors and nursing staff,deep the pilot policy content of long-term care insurance system,adopt measures to encourage excellent talents to engage in long-term care services.
