摘　　要：文中基于海事现场监管业务特点,提出了海事非现场监管定义,并结合海事业务信息化现状,对海事非现场监管的适用条件、技术架构进行初步探讨。通过已建、在建或拟建的海事业务系统实现非现场监管数据采集、程序实施等功能,非现场监管可与现场监管互相补充,在现场监管手段无法抵达的情况下能够发挥重要监管作用。Based on the characteristics of on-site maritime administration,the paper puts forward the definition of off-site maritime administration.In view of the status of the IT application in maritime administration,it conducts a preliminary study on the application conditions and technical framework of off-site maritime administration.By virtue of the realization of such functions of off-site data collection and procedure implementation based on completed,under-construction or planned maritime administrative systems,off-site control can be complementary to on-site control and when it is impossible to reach the spot for on-site supervision,it can play an important role.
