基于DEA模型的中山市基层疾控机构效率分析

摘　　要：目的通过对2018年中山市基层疾控机构的运行情况进行分析,为推进中山市基层疾控机构建设提出参考建议。方法使用数据包络分析(data envelopment analysis,DEA)理论及方法,对中山市24家基层疾控机构效率进行分析和评价。结果 2018年中山市基层疾控机构的综合效率为0.761~1。24家机构中有效的机构为13家,占54.2%。非有效机构大部分规模报酬递减。经比对机构效率分析与业务考核结果,发现存在不同程度差异。结论为确保基层疾控机构的各项职能得到有效落实,同时资源得到有效利用,未来基层疾控机构的建设应该科学调整投入结构,优化资源配置模式,重点推进公共卫生专业技术人员的队伍建设;同时卫生行政部门在落实业务绩效考核的同时,应建立卫生资源配置、利用、效能的动态监控与评价机制,通过有效的管控与引导,实现机构运转均衡与高效的目标。Objective Analysis on the efficiency of the town-level Centers for Disease Control and Prevention(CDC)in Zhongshan and provide suggestions to propel the development of the town-level CDCs.Methods The data envelopment analysis(DEA)was used to evaluate on the efficiency of 24 town-level CDCs.Results In 2018,the comprehensive efficiency of town-level CDCs in Zhongshan was from 0.761~1.The DEA result was effective in 13 of 24 town-level CDCs,accounted for 54.2%.Most of the town-level CDCs in invalid efficiency were with diminishing return to scale.The results between DEA and performance appraisal were inconsistent.Conclusion To ensure to effectively implement the functions of the town-level CDCs and make the best use of health resource,in future,the construction of the town-level CDCs should adjust investment structure and optimize allocation of resources,especially strengthen the construction of public health professionals,and it should establish the dynamic monitoring and evaluation mechanism of the allocation and utilization of health resources to improve the operational efficiency of the town-level CDCs,while the Public Health Administrative Department carried out performance appraisal.
