摘　　要：资金的“趋利性”和政策制度的双重影响,使农村金融资源净流出。在成都农村金融服务综合改革背景下,彭州市以“政府+市场”改革思路,进行了完善农村金融资源回流与重置机制的系列创新探索。本文结合实地调研、数据分析和DID模型等研究方法,客观分析了彭州在促进农村金融资源回流与重置方面取得的成效。深入剖析了乡村振兴背景下金融支持的产业链薄弱环节、新增资金需求困境及其农村金融服务质量与效率等方面的新问题,并相应提出进一步促进农村金融资源回流与重置机制建设的“三大体系”和“三大机制”新举措。The dual influence of the"profit-seeking"of funds and the policy system has caused a net outflow of rural financial resources.In the context of the comprehensive reform of rural financial services in Chengdu,Peng⁃zhou has carried out a series of innovative explorations to improve the return and reset mechanism of rural financial resources based on the"government+market"reform idea.This article combines field research,data analysis and DID model research methods to objectively analyze the effectiveness of Pengzhou in promoting the return and reset of rural financial resources.This article deeply analyzes the weak links of the financial support industrial chain,the dilemma of new capital demand and the quality and efficiency of rural financial services in the context of rural revi⁃talization,and correspondingly proposes new measures to further promote the construction of the"three major sys⁃tems"and"three major mechanisms"for the return and resetting mechanism of rural financial resources.
