摘　　要：[目的/意义]英国脱欧谈判的情报部分尚未取得进展,对英欧情报数据合作的工具、期望和障碍进行研究,有助于进一步预测其未来合作模式。[方法/过程]从英欧情报数据共享工具谈起,包括第二代申根信息系统、《普鲁姆决定》、旅客姓名记录数据、欧洲犯罪记录信息系统和欧洲刑警组织信息系统等,从而进一步总结英国利用这些数据库的原因、期待与共享障碍。[结果/结论]通过研究发现,基于安全、价值和风险三方面原因,英国期待保留甚至增加对这些情报数据库的权限,但是共享障碍却显而易见,即法律融合的隔阂、欧盟情报数据被转让和审查、欧盟法院管辖权等。英欧未来情报数据共享具有一定空间,但是应首先化解分歧,然后寻找合作的平衡点。[Purpose/Significance]The intelligence part of the Brexit negotiations has not yet made progress.Research on the tools,expectations,and obstacles to the cooperation of intelligence and data between Britain and Europe will help to further predict its future cooperation mode.[Method/Process]Starting from the British and European intelligence data sharing tools,including the second-generation Schengen information system,"Prum Decision",passenger name record data,European Criminal Record Information System and Europol Information System,etc.,to further summarize the reasons,expectations,and barriers to sharing these databases in the UK.[Result/Conclusion]Through research,it is found that the UK expects to retain or even increase the authority to these intelligence databases for safety,value,and risk reasons,but the barriers to sharing are obvious,that is,the barriers to legal integration,the transfer and review of EU intelligence data,European Court of Justice,etc.There is room for future intelligence and data sharing between Britain and Europe,but differences should be resolved first,and then a balance point for cooperation should be found.
