摘　　要：2016年,民进党再次执政以来,台湾当局不断加强对美国的游说,游说活动也在过往基础上进行了调整,呈现出新的特点。本文首先对台湾当局对美游说的历史发展、组织构成和主要特征进行了梳理。随后,本文结合美国国会“与台湾交往法”、美国支持台湾“新南向政策”、特朗普与蔡英文通话事件等案例,从民间组织、智库和公关公司三个游说主体的角度,阐析台湾当局对美游说日益活跃的特点并效果“显著”的原因。最后,本文指出台湾当局对美游说的严重后果是,美国不断蚕食和虚化其“一个中国”政策,加大打“台湾牌”力度,这对两岸关系的破坏力不容低估。With the DPP coming into power again in 2016,the Taiwan authorities continue to strengthen their lobbying for the United States.Taiwan’s lobbying activities to the United States have shown several new features.This paper first reviews the historical process,organizational structure and main characteristics of Taiwan's lobbying for the United States.This paper analyzes three cases:US Congress passes Taiwan travel act,the United States supports Taiwan’s“new Southward Policy”and a telephone call between Trump and Tsai Ing-Wen.Through these three cases,the paper points out that non-governmental organizations,think tanks and public relations companies are the three main actors of Taiwan’s lobbying for the United States.With the Taiwan authorities increasingly active in lobbying,the United States continues to play the“Taiwan card”and challenge the“one China”policy.The paper points out that Taiwan’s lobbying for the United States has had a huge destructive effect on cross-strait relations.
