全球经济大变局的中国回应--基于经济同盟考量的世界民族协作方针的价值理念

摘　　要：近年来全球化浪潮席卷世界,一方面使全球生产及消费系统急速拓展规模,建立了庞大而相互依赖的世界经济体系,另一方面却因国际经济分配不公及贫富悬殊的加剧,导致反全球化及逆全球化现象的出现,从而使以美国跨国资本为主导的全球一体化模式面临质疑。强调多中心及多元协作的世界主义致力为新全球化时代提供崭新的全球治理方案,却因其个体主义、普世性及普遍性等特质使其停留在乌托邦想象的层次。在全球经济大变局中,中国提出基于民族国家的新世界主义,以构建人类命运共同体为核心,强调全球利益与国家利益并存的重要性。在此价值理念下,中国进一步提出基于经济同盟考量的世界民族协作方针,在宏观性六大核心议题及中观性五个反对下,向世界各国提倡包括一带一路倡议在内的国际行动方案,为达致全球经济利益共享的愿景作出贡献。In recent years,the wave of globalization has swept the world.On one hand,the global production and consumption system has flourished and promoted economic prosperity.On the other hand,the injustice of international economy and the increasing disparity between the rich and the poor give rise to anti-globalization and counter-globalization.Thus,the global integration model dominated by US transnational capital is questioned.With its emphasis on multi-center and multi-collaboration,cosmopolitanism is committed to providing a new global governance program for the new era of globalization,but because of its individualism,universality and generality,itremains a utopian imagination.In the global economic ups and downs,China proposes a neo-cosmopolitanism based on nation-state,which focuses on building a community with a shared future for mankind and highlights the coexistence of global interests and national interests.With this concept,China further proposed the principle of world ethnic cooperation based on economic alliance,promoted international programmes including the Belt and Road Initiative to all countries,and thus contributed to the realization of global economic benefit sharing.
