摘　　要：作为最具中国特色话语风格与价值意蕴的新闻学术语与理念,“全党办报、群众办报”话语的生产经历了孕育与萌发、发展与产生、成型与强化三个历史阶段,体现出中国共产党人对“为什么办报”“办什么样的报”“谁来办(党)报”“怎么办(好)党报”等一系列问题的寻觅和探赜;并围绕其时代语境与实践语用迁延,在“精英(王明)路线”还是“群众(毛泽东)路线”,“无冕之王”还是“人民公仆”,“同仁办报”还是“大家办报”等多元话语的碰撞、博弈与互鉴过程中脱颖而出,一跃成为当代中国特色社会主义新闻学话语体系的主流显在。the discourse production on"paper being run by the whole party and the masses———the most notable discourse style with Chinese characteristics and the value implication of journalism terms and ideas"——experienced three historical stages(gestation and germination,development and production,forming and strengthening),reflects the Chinese communists’s reason why they run newspapers,means how to run it.And surrounding its context and practice,"elite(Wang Ming)route"or"mass(MAO)route","uncrowned king"or"public servants"and"colleagues running the newspapers"or"people running newspapers"and other words began to collide,interact,interchange,and finally into combination.
