摘 要:本文基于123个资源型城市2003~2018年的面板数据,运用双重差分模型考察了资源枯竭城市转移支付对绿色技术创新的影响及其作用机制。研究发现:中央政府划拨财力性转移支付的经济扶助,显著激励了资源枯竭型城市的绿色技术创新,且随着时间推移政策效应逐渐增强;机制检验发现,资源枯竭城市转移支付通过推动产业结构多元化、加大研发补贴支持、优化劳动力配置等途径促进绿色技术创新;异质性分析表明,环境规制强度越高,资源依赖程度越低,制造业发展水平越高,资源枯竭城市转移支付对绿色技术创新的激励效应越明显。Using the panel data and the double difference model of 123 resource-based cities from 2003 to 2018,this paper investigates the impact of transfer payments in re source-exhau sted cities on green technology innovation and its mechanism.The research finds that:first,the financial support provided by the central government with financial transfer payments significantly stimulates the green technology innovation in resource-exhausted cities,and the policy effect gradually increases over time.Second,the mechanism test finds that the transfer payment in resource-exhausted cities spurs green technology innovation by promoting the diversification of industrial structure,increasing the support of R&D subsidies and optimizing the allocation of labor force.Third,heterogeneity analysis shows that the higher the intensity of environmental regulation,the lower the degree of resource dependence,the higher the development level of manufacturing industry,make incentive effect of financial transfer payment on green technology innovation more obvious.
