摘  要:长三角区域一体化上升为国家战略,提出坚持绿色共保,形成绿色低碳的生产生活方式。对长三角各地区碳排放绩效进行评价对促进低碳经济的发展具有重要的现实意义。本文在考虑时间动态和组间异质性的基础上,运用非角度的混合方向性距离函数模型(HDDF),对长三角中心区24个城市和非中心区9个城市2014~2018年碳排放绩效进行了实证研究。研究结果表明:(1)中心区城市的碳排放绩效总体优于非中心区城市,且前者的环境生产技术始终领先于后者;(2)长三角地区低碳经济发展不均衡,碳排放绩效水平内部差异较大,上海、江苏、浙江、安徽碳排放绩效平均水平依次降低,内部差异程度也依次扩大;(3)技术进步是长三角地区碳排放绩效提高的重要驱动力,而效率恶化对长三角地区提高碳排放绩效起抑制作用,其中安徽省内各城市效率恶化问题尤为突出。The regional integration of the Yangtze River Delta has risen to a national strategy,proposing to adhere to green co-insurance and form a green and low-carbon production and lifestyle..Evaluating carbon emission performance is of great practical importance for low-carbon economic growth.Considering dynamic changes in performance and group heterogeneity,this paper applys the non-perspective hybrid directional distance function model to evaluate carbon emission performance for cities in the Yangtze River Delta from 2014 to 2018.The results indicate that:(1)the carbon emission performance of central cities is generallybetter than that of non-central cities and the former environmental production technology is always better than the latter.(2)The development of low-carbon economy is unbalanced with large internal diversity in performance,whether within the provinces or among the provinces.The average level of carbon emission performance in Shanghai,Jiangsu,Zhejiang and Anhui decreased in turn and the internal differences also increase in turn.(3)Technological progress is an important driver for the improvement of performance while efficiency deterioration has a inhibitory effect,particularly cities in Anhui.
