经济双循环格局下农村金融困境及系统性对策研究

摘　　要：中国正处于从巩固脱贫成效到全面实施乡村振兴战略的后脱贫时代的过渡转型期,普遍面临乡村治理内生动力不足、城市资本排斥农村金融、农村金融体系薄弱等问题。在当前国际国内形势下,经济双循环格局逐渐形成,亟需系统性审视农村金融面临的困境,通过农村金融的系统性创新和顶层设计,构建具有整体性、相关性、环境适应性和动态可控性的有效服务"三农"的农村金融体系,多渠道、多手段、多方式切实加大金融对农业的有效支持,为农村经济提供持续的内生动力和造血机能。At the moment,our country is in the transitional period from consolidating the effectiveness of poverty alleviation to fully implementing the rural revitalization strategy in the post-poverty era,generally facing problems such as insufficient endogenous motivation for rural governance,urban capital repelling rural finance,and weak rural financial system.Under the current international and domestic situation,the economic dual-cycle pattern has gradually formed,and it is urgent to systematically examine the difficulties faced by rural finance,through the systemic innovation and top-level design of rural finance,a rural financial system with integrity,relevance,environmental adaptability,and dynamic controllability to effectively serve the‘three rural’rural financial systems will be built,multi-channels,multi-methods,multi-methods to effectively increase the effective support of finance to agriculture,to provide continuous endogenous power and hematopoietic function for the rural economy.
