后疫情阶段F市W区中小微企业复工瓶颈及对策--基于行政生态学视角

摘　　要：F市W区中小微企业在疫情中遭受市场份额损失、流动资金短缺、物流销售不畅、招工成本增加和政策享受资质不足等困境。本文基于行政生态学视角,梳理后疫情阶段其复工瓶颈,提出突破瓶颈的对策即扩大发挥商会功能,增强中小微企业利益聚合及表达能力;引导中小微企业嵌入相邻省会城市产业链;提高落实省市复工复产政策过程的灵活性、务实性;整合行政资源等。Micro,small and medium business in W district of F city suffered from market share loss,shortage of working capital,poor logistics sales,increased recruitment cost and insufficient qualification of policy enjoyment in the epidemic stage.Based on the perspective of administrative ecology,this paper combs the bottleneck of resuming to work in the post epidemic stage,and puts forward countermeasures to break through the bottleneck,that is,to expand the function of chamber of Commerce,to enhance the ability of interest aggregation and expression of micro,small and medium business;to guide micro,small and medium business to embed into the industrial chain of neighboring provincial capitals;to improve the flexibility and practicality of the implementation of the policy process of resuming to work and production in provinces and cities;and to integrate administrative resources.
