摘　　要：创新经济新常态下,加快战略性新兴产业集群的培育和发展是实现产业结构转型升级、抢占新一轮经济发展战略制高点的重大部署以及对经济长远发展的重大抉择。探索研究协同创新、集群创新系统、集群协同创新系统等相关理论以及从战略性新兴产业相融合发展视角,综述了战略性新兴产业集群协同创新系统形成的理论和实践依据,以多元创新主体联合开展协同而重塑网络创新范式。基于协同创新并围绕双维度框架模型对战略新兴产业集群技术创新能力进行分类和构建,将创新主体要素优势嵌入并整合到集群中,重点分析其主体技术创新能力在战略新兴领域及其协同创新系统中的实践模式和主导效用,为攻关战略核心技术、共性技术获得持续的竞争优势和变革创新,促进战略技术产业的发展并达成几何级数的倍增效应。Under the new normal of the innovative economy,accelerating the cultivation and development of strategic emerging industrial clusters is a major deployment to achieve industrial structure transformation and upgrading,seize the commanding heights of a new round of economic development strategy,and a major choice for long-term economic development.We explore and research the related theories of collaborative innovation,cluster innovation system,cluster collaborative innovation system,and from the perspective of integration with strategic emerging industries,summarize the theoretical and practical basis for the formation of strategic emerging industry cluster collaborative innovation systems,and collaborate to reshape the network innovation paradigm.Based on collaborative innovation and around the two-dimensional framework model,we classify and construct the technological innovation capabilities of strategic emerging industry clusters,embed and integrate the advantages of innovation main elements into the cluster,and focus on analyzing its main technological innovation capabilities in strategic emerging areas and its collaborative innovation systems.The practical mode and leading utility in the process can obtain sustainable competitive advantages and reform and innovation for tackling strategic core technologies and common technologies,promote the development of strategic technology industries and achieve a geometric multiplication effect.
