中匈高等教育财政拨款模式改革比较研究

摘　　要：匈牙利自1989年制度变革以后,着手改革原有的高等教育财政拨款模式。中国改革开放以来,高校拨款模式也经历了数次变迁。改革提高了两国高等教育财政资金的使用效益与效率,高等教育的财政政策导向作用在改革中得到加强。中国通过渐进式的路径推进财政拨款模式改革。匈牙利采取了较为激进的改革方式,改革成果有一定程度的反复,但匈牙利在公立大学改制基金会大学方面进行了有益尝试。After the regime change in Hungary in 1989,the government began to reform the model of financial allocation for higher education.Since China’s reform and opening up,the model of financial allocation for higher education has also undergone several changes.The reform has made more effective management of funds in both countries,and the guiding role of the financial policies in higher education has been strengthened.China’s reform of higher education financial allocation is gradual.Hungary has adopted a more radical reform.Rolling back of some reform measures can be noticed.But Hungary has made meaningful attempts in transforming public universities into foundation-funded universities.
