浙江省县市全域规划的演进与创新--从城镇体系规划、县市域总体规划到国土空间规划

摘　　要：自1990年代末以来,为适应经济社会转型、城市化发展和行政体制改革的需要,浙江省持续推进规划改革,先后开展了县市域城镇体系规划、城乡一体化规划、县市域总体规划、"多规合一"规划,取得了丰硕的成果,成为新型国土空间规划的重要发源地之一。在当前县市域国土空间规划实践中,浙江立足自身基础,在优化城乡格局、提升空间品质、推进空间管控、强化跨界协同、推进规划智慧化等方面进行了进一步创新探索。Since the end of the 1990s,in order to meet the needs of socio-economic transformation,urbanized development,and administrative system reform,the provincial government of Zhejiang has pushed forward a series of planning reforms and carried out the urban system planning of county/city administrative region,urban-rural integrated planning,master planning of county/city administrative region,and "multi-plan integration" successively,which has achieved positive results and made Zhejiang one of the main birthplaces of the new territorial and spatial planning.Currently in the practice of territorial and spatial planning of county/city administrative region,further innovation and exploration has been carried out in line with the reality of Zhejiang Province,including optimizing the urban-rural structure,improving the spatial quality,enhancing the spatial control,strengthening the cross-border coordination,and promoting the planning intelligentization.
