城镇密集区跨县域协同发展的浙江实践与思考

摘　　要：县是我国实施区域协调发展战略的基本单元。浙江省自下而上的跨县域协同发展,对区域均衡发展起到了积极作用。本文总结了浙江省城镇密集区跨县域协同发展的主要模式、面临困境以及发展趋势,并从加强跨域协同治理的权威性、统一性、公平性三个方面提出了优化建议:发挥国土空间规划统筹协调作用、形成多中心协同治理格局、加强法规和制度建设、创新空间资源要素区域统筹。County is the basic unit of China’s regional coordinated development.Zhejiang’s bottom-up cross-county coordinated development has played a positive role in the balanced development of the region.This article summarizes the main models,dilemmas,and development trends of cross-country coordinated development in urban clusters of Zhejiang,and proposes optimization suggestions from the three aspects of authority,unity,and fairness.Specifically,it is necessary to give play to the overall coordination role of spatial planning,form a polycentric governance pattern,reinforce the development of laws and regulations,and innovate regional coordination of space resource elements.
