国土空间规划构建期大城市交通实践与探索——以广州市第三轮交通发展战略规划为例

摘　　要：为适应新的发展要求,广州市结合国土空间总体规划试点工作,在建设交通强国和粤港澳大湾区的国家战略要求下,历时两年完成了第三轮交通发展战略规划。首先,梳理了影响城市交通发展的城市、人、技术和环境等因素发生的阶段性变化,认为以往城市交通规划定位和内容面临变革。其次,基于规划实践经验,提出大城市交通规划应明确更高层次的引领性、聚焦更精准的科学性、体现更权威的政策性等应对思路。最后,总结了战略规划的规划意义、组织形式创新与效果、主要成果特点等,充分体现出国土空间规划构建期大城市系统开展交通专项研究的必要性。In order to adapt to the new development requirements,the third round of transportation development strategic planning in Guangzhou has been completed after two years’preparation under the national strategic requirements for the construction of a powerful transportation country and the Guangdong-Hong Kong-Macao Greater Bay Area,in combination with the pilot work of the national territorial and spatial planning.Firstly,this paper analyzes the periodic changes of urban,human,technological and environmental factors that affect the development of urban transportation,and it is considered that the previous urban transportation planning positioning and content are facing changes.Secondly,based on the practical experience of planning,this paper proposes that the transportation planning of big cities should be clear and more forward-looking,focus on more accurate and scientific content,reflect more authoritative policies,etc.Finally,the planning significance of strategic planning,the innovation of organizational forms and effects,and the characteristics of the main achievements are summarized,which fully embody the necessity of systematic research on transportation in big cities during the construction period of national territorial and spatial planning.
