摘　　要：地方立法后评估是地方立法活动的延展,是评估地方立法合法性、合理性、操作性、协调性、规范性和实效性的方式之一,以提高地方立法质量为目标。通过对地方性立法评估概念内涵的辨析,以广州市地方性法规立法后评估实践为例,总结地方性法规立法后评估的特点和不足,并针对性地提出科学确立评估主体和构建信息公开机制的建议,使地方立法后评估活动发挥应有的作用而避免流于形式。The post-evaluation of local legislation is the extension of local legislative activities,and it is one of the ways to evaluate:the legitimacy,rationality,operation,coordination,standardization and effectiveness of local legislation,with the goal of improving the quality of local legislation.Starting with the discrimination of the connotation of the concept of local legislative evaluation,and taking the practice of post-legislative evaluation of local laws and regulations in Guangzhou as an example,this paper summarizes the characteristics and shortcomings of post-legislative evaluation of local laws and regulations,and pertinently puts forward sugges-tions on the scientific establishment of the main body of evaluation and the construction of information disclosure mechanism,so that the evaluation activities after local legislation play its due role and avoid becoming a mere formality.
