湖南省县域垃圾处理现状调查及政策建议

摘　　要：截至2018年底,湖南省共有67座正在运营的县域生活垃圾无害化处理设施,全省69个县基本覆盖了生活垃圾处理设施。通过采取3种研究方法(实地走访、定性方法和定量方法)对湖南省7个有代表性的县进行了走访调研。结果显示湖南省县域地区已具有基本的生活垃圾处理及运输能力(人均清运量0.27 kg/d),但也存在一些问题:城乡垃圾处理一体化导致垃圾产生量激增,垃圾全部收集并处理将进一步加大财政投入力度;邻避效应显著,设施建造困难;填埋场市场化运行率仅为30%,专业化程度低,易造成二次污染。基于湖南省垃圾处理现状,系统性地提出解决湖南省县域生活垃圾问题的建议。By the end of 2018,67 harmless domestic waste disposal plants were operating in county region of Hunan Province.The 69 counties in the province have covered with domestic waste treatment facilities.Three research methods(field visit,qualitative method and quantitative method)were adopted to investigate seven representative counties in Hunan Province.The results showed that the county region of Hunan Province has the ability to treat domestic waste(per capital 0.27kg/d)but faced several issues:The increased amount of domestic waste increased due to the integration of urban and rural domestic waste,as a result,investment of county waste treatment will be increased;The NIMBY effect make it difficult to construct the waste treatment facilities;marketization rate was only 30%and most of site were operated by local authority.It caused out standard operation and secondary pollution.Based on these issues,this paper has provided systematically way to solve.
