摘 要:公共外交的主要工具包括语言培训和教育交流。进行公共外交的国家通过向他国公众进行语言培训并伴随教育交流项目,以建立一个推介和分享本国语言和文化的平台,由此获得对象国对本国的认同和支持。战后美国对日本的公共外交表现之一是对日本英语教育的改革,推动了日本英语课程、教材、教法和师资的发展,掀起了日本人学习英语的热潮,促使日本的英语教育进入了空前发展期。对日本英语教育的改革使美国文化和价值观在日本产生了前所未有的亲和力,改善了美国的国家形象,同时,对战后日本民族价值观的形成和文化的走向产生了深远影响,刻上了美国烙印。The main tools of public diplomacy consist of language training and education exchange.Countries that engage in public diplomacy gain recognition and support by providing language training to the public of target countries and accompanying educational exchange projects to establish a platform for promoting and sharing their own languages and cultures.American public diplomacy towards Japan began with the reform of Japanese English education after World War Ⅱ,which promoted the development of Japanese English courses,textbooks,teaching methods and teachers,triggered a Japanese upsurge in learning English and pushed Japanese English education into an unprecedented period of development.The reform of Japanese English education has made American culture and values extraordinarily cordial in Japan and improved the national image of the United States.At the same time,it had a far-reaching impact on the formation and culture of Japanese national values and engraved the brand of the United States.
