近代日本的“亚洲主义”政策与《中日陆军共同防敌军事协定》

摘　　要：近代日本为避免开罪于欧美列强,一直遵循着“协调主义”路线,未曾公然在其政策中使用“亚洲主义”之类的敏感措辞,但其对抗欧美的思想意识却是客观存在的,“协调主义”路线的存在并不能成为否定“亚洲主义”政策化的依据。通过考察可以发现,1918年《中日陆军共同防敌军事协定》正是其政策化的体现。该协定的立案与决策没有按照“禀议制”与“文书轮转制”的惯例进行,而是在田中义一的主导下完成的,其中富含着田中等人的“亚洲主义”思想与总体战构想,带有浓厚的欺骗性与侵略性。In order to avoid conflict with the Western Powers,Japanese government was taking“Harmonious Principle”as their foreign policy direction and claimed that they never adopted“Asianism Policy”in the past.However,it doesn t mean that the thoughts of“Anti-West”never existed at that time.The“Harmonious Principle”was not a negative argument for the policy of“Asianism”actually.By the study,we can ascertain a fact that“Sino-Japanese Military Agreement”in 1918 was a policy of“Asianism”which was decided by Giichi Tanaka(Vice Minister of the Headquarters of the General Staff in 1918).It was a definitely aggressive deceitful policy which was full of“Asianism”thoughts and“Total War”plans of Tanaka.
