陕西自由贸易试验区口岸物流现状问题及对策分析

摘　　要：自由贸易试验区是对外开放的门户。口岸物流能力建设能够助推陕西自由贸易试验区建成国际货物中转枢纽,成为“一带一路”陆海联动的国际商贸物流集聚平台,促进对外贸易繁荣发展。采用多维度对比方法对中国前三轮获批的12个自由贸易试验区各运输方式货运量、口岸物流基础设施建设及投资、支持政策和相关制度等进行分析。研究认为相比于其它自由贸易试验区,陕西自由贸易试验区存在口岸铁路运输负荷大、口岸物流基础设施及投资不足、政策支持力度不够等问题。通过对问题成因分析,针对性提出构建以“公+铁+航”为基础的综合交通运输体系、加强口岸物流投资建设、制定口岸物流发展规划等建议。The Free Trade Pilot Zone is a gateway to the outside world.Port logistics capacity building can help Shaanxi Free Trade Pilot Zone to build an international cargo transit hub,become a“Belt and Road”land and sea linkage international trade logistics gathering platform,and promote the prosperity of foreign trade.The multi-dimensional comparison method was used to analyze the freight volume of each transportation mode,port logistics infrastructure construction and investment,support policies and related systems in the 12 free trade pilot areas approved in the first three rounds of China.The study believes that compared with other free trade pilot areas,the Shaanxi Free Trade Pilot Area has problems such as heavy port rail transport load,insufficient port logistics infrastructure and investment,and insufficient policy support.Through the analysis of the cause of the problem,we put forward suggestions on constructing a comprehensive transportation system based on“road+railway+aviation”,strengthening port logistics investment construction,and formulating port logistics development plans.
