摘　　要：文章从常德市经济发展现状出发,通过分析常德市三次产业的比重、构成及节能降耗情况,提出了常德市低碳经济转型发展模式,并针对该模式提出了具体的发展策略。According to the economic development present situation of Changde city,based on the analysis of the proportion of three industries structure and the situation of saving energy and reducing consumption,this paper proposed the low carbon economic transformation development mode of Changde city,and put forward the concrete development strategy for the mode.
