我国民办职业技能培训机构培训补贴效果的省际比较研究--基于数据包络法(DEA)的分析

摘　　要：本文通过数据包络分析,对31个省份民办职业技能培训机构培训补贴的效果进行了对比分析。研究结果显示:全国各地民办职业技能培训机构培训补贴效果存在较大差异,而且,绝大多数省份民办职业技能培训机构培训补贴效果不佳,主要表现为投入的冗余和产出的不足。这也反映出一方面职业培训补贴对促进民办机构发展起到了积极作用,但另一方面对就业促进的激励性不足。另外,民办职业技能培训机构培训补贴效果呈现一定的区域差异,东部和中部地区优于西部和东北部地区,发达城市优于欠发达城市。最后,从加强补贴效果分析、建立评估制度与指标体系、搭建机构交流平台三个方面,为提高我国民办职业技能培训机构职业补贴效果提出了政策建议。Using data envelopment analysis(DEA)method,this study makes an interprovincial comparative analysis on the effects of training subsidies of private vocational skills training institutions in 31 provinces.The results show that,there are great differences in the training subsidy effect of private vocational skills training institutions across the country.Moreover,the training subsidy effect of private vocational skills training institutions in most provinces is not satisfying,showing that there is too much input while the output is not sufficient.This also indicates that vocational training subsidies play a positive role in promoting the development of private institutions,while lack incentives in promoting employment.In addition,there are some differences in the training subsidy effect between private vocational skills training institutions in different regions.There are better effects in the eastern and central regions than in the western and northeastern regions,and better effects in developed cities than in developing cities.Finally,to improve the effect of vocational subsidy in private vocational skills training institutions,this study gives some suggestions in the following three aspects:strengthening the analysis of subsidy effect,establishing an evaluation and indicator system and building institutional exchange platform.
